We cannot compare BCA and B.Com because they both are different paths. If you have interest in computer programming and all then you can apply for BCA and if you don't have interest in computers, then you can go for B.Com.

Your percentage is very low. You can apply for the college that do not have percentage criteria for the admission. As per my suggestion, you shouldn't apply for BCA because when companies will come for placement, they would not allow the students to sit with less than 60%.

Fee depends on the colleges and also, you have to see that the college is providing reservation or not. Generally, if the college provides reservation on fees then fees for reserved categories (SC/ST) is less.
