Yes, you can do MS from any country. Just keep in mind. You should have a great score in foreign entrance exam like ex (GRE) and should have good command in English because English matter and also, I would like to say lookout for scholarship it will help you a lot, and can free you from tuition's fee burden.

B.Tech biotechnology is a far better option than BCA. It is a new field and has more scopes.
