The eligibility for B.Tech mechanical is you need to have 45% with Physics, Mathematics, English, Chemistry/ Biochemistry/ Biology as mandatory subjects.
Also, you need to appear for WBJEE or JEE Mains.

BIET Jhansi is better choice .It is an government college of uptu. Whereas SMS is private college

Its rank is under 250 in India and 3rd rank in UPTU.

It's difficult to say about that. But if I were at your place I will go for BIET Jhansi because REC Banda is not good college. REC is preparing himself to get better from last year.

No, as your rank is not so good. You should try few waiver seats of good private colleges or you can go for other government institutions like Purvanchal, Rajkiya colleges, etc.
