Yes, CSUEB does accept backlogs from Indian universities. Admission at CSUEB is not just based on backlogs. GPA, Project experience, and overall academic performance are given more importance.
Students may be granted conditional admission provided they clear their backlogs by a specific time.

CSUEB offers conditional admission to UG programs to students who are academically qualified but have not met the English proficiency requirements at the time of application.
Such students have to attend the ALP intensive english programme until they meet the requirement (IELTS or TOEFL).

International students can apply for CSU East Bay MS courses through the university online portal and submit the required documents by the deadline. The GRE required score for MS in Computer Science is above the 20th percentile in the verbal section and 60th in the quantitative section.
