If you want to go to Canada then you have to increase your IELTS from your current score to 7 overall. It is the same for other countries also.
If you want to go for work then you are required to score 6.5 overall.

What is the certificate Masters programme? If you are asking about Master's degree, Canadian universities have one of the best and very competitive. They also do not accept 3 year Bachelor's degree from India typically.

Normally, Universities requires 6.5 band and minimum 6 in each module. If you are looking for admission for 6 band and each module not less than 5.5, then you can look into colleges. You can see Sheridan College.
