Hi,
Not all universities ask for GRE and work experience, so, you may apply with IELTS band 7 or TOEFL with good percentage (above 75) in Canada.

diploma courses are only available in colleges not in uni so try to take help of consultant

Definitely University. if you select a college, there will be few terms and conditions regarding PR and stuff. even I am planning on ontario and have done a lot of research. Do not go for college. Its' not recommended. check out for universities. university is Ottawa is very very good.

The easy way is first one as a diploma will be completed in a year or two and then you can apply for PR. It will also allow you to work. If you already have bachelor's, you need to register at pebc. Check for all details here.
