According to various unofficial sources, the University of Regina acceptance rate is 80% - 90%. The acceptance rate justifies that it is relatively easier to take admission here. So, as long as an applicant is meeting the admission criteria, then chances of getting into the university are high. On top of that, a strong academic record shall give the applicant an edge over the others.

Universities do not have strict restrictions on gaps between completing an undergraduate degree and starting a Master's program, others have specific 2 years requirements or preferences.

No, you do not need to fully pay your tuition fee before you get a visa to study in Canada.
You no need to pay any tuition fee at all before you submit and apply for a study permit.
You need to show some financial resources when you pay your tuition fee and all other living expenses while you're in Canada.
You can get a scholarship for your education in Canada tuition fee.
You're not eligible to work off your tuition fees.
