To increase your chances you must take the english proficiency test TOEFL or IELTS with 6.5 score. The qualification otherwise looks good.

Yes you can as per the admission criteria your CGPA is bit less but you cracked GRE, so no problem, go ahead and apply for admission. Try for the University of Windsor, University of Saskatchewan, University of Waterloo and Memorial University of Newfoundland..

Up to 8 backs are allowed in Canada, so 5 will work. Clear your backs, if you have not cleared it yet. You have a decent score in class 10th, 12th, graduation and IELTS also. Just clear your backlogs, you will get the admission in college and visa too.

For top universities, you cannot apply. You can get admission in private colleges but you need to clear IELTS with 6.5 band in all sections and not less than 6.

It is either a Diploma or a graduate certificate. Entry requirement for Diploma courses in Canada is 6 bands with not less than 5.5 in any module and class 12th passed.
Entry requirement for graduate certificate in Canada is 6.5 bands with not less than 6 in any module and a 3 years Bachelor degree.
