No, it's not mandatory. But, yes starting as a reporter will be advantageous to your anchoring career because reporters are the ones who investigate and understand the news well. When someone presents the news as an Anchor, it would be a little easier for the individual, because of their sound understanding regarding the news, if they come from a reporting background.
