Indian students who wish to study at Carnegie Mellon University must meet the admission requirements as per their program. They must have a qualfying GPA for UG and PG admission. Mentioned below are the requirements to get into Carnegie Mellon from India:

These are very few University in the world (I mean very few) who offers the core specialization of Machine Learning in Masters Level. Either they offers MS in Data Science or particularly MS in Artificial Intelligence. Now, coming on to eligibility, then yes, you have to come from engineering background (not necessarily from CS or IT) to opt for this course.
