Hi, There is no eligibility here. However typically IELTS test takers are of 16 years minimum. Also, yes you can IELTS after your Diploma as well. The scores are valid for two years, once expired you have to give again. Choose to take the test depending when you are going to apply abroad.

It is possible to get but not guaranteed because of your low marks. Don't be discouraged, just apply online at different universities.
