Yes, some universities do not come under CUET but other universities Punjab University have not adopted CUET 2022 this year. CUET is compulsory for all 45 central universities funded by UGC which implies that minority institutions like AMU and JMI, will also have to adopt the entrance test criteria for admissions. As you have given the CUCET exam of class 12th for UG programme then you have to only give a common entrance exam like others. You may face difficulty if you do the sane while doing PG programme.

Ofcourse you are eligible for admission in DU but you need political Science honors for eligibility criteria. If you have 50% or more in your class 12th marksheet then you are eligible.
