There are about 70+ BTech Civil Engineering colleges in Pune. The total intake of students in B.Tech Civil Engineering at PSG Institute of Technology and Applied Research is 300. Last year, 287 students were admitted to the programme with 113 being females. TNEA counseling for admission into PSG is a must for candidates. The least cutoff range to get admission in PSG for 2023 was 172-166 for CBSE Board.

Candidate must have passed Class 12 or its equivalent with a minimum 45%-50% aggregate in Mathematics, Physics & Chemistry. For Bio-Engineering departments, passed in Class 12 or its equivalent with a minimum 50% aggregate in Physics Chemistry & Mathematics / Biology. At the time of application form filling and admission confirmation, aspirant need to submit the pass certificate (original and photocopy) for verification purposes.

I did some research and found out that the expected JEE Mains cut-off rank for the SC category is 1520-8740, which was calculated to the percentile, it becomes 98 percentile. So, this shows that the chances are highly unlikely.
The candidates should have at least 85-95 percentile to get seats at NIT Durgapur.
You can definitely try again next year for this college, we wish you a Good Luck.
