Yes, you can a seat in CSE in KITS Guntur for this rank even if you belong to any category.

You can't get CSE or IT for this rank. But, if you are interested in other branches like ECE, EEE, CIV, and MECH you can get a seat in VRSEC. 2019 last rank for BC-C boys for CSE is 5757, for IT is 15128, ECE is 24166, EEE is
30925, CIV is 37777, and for MEC 92810. You can see 2020 last ranks in VR Siddhartha official site. In this year IPE marks weightage is not added in eamcet.

Your rank is good. But, to get a seat in CSE in VR Siddhartha your rank must be below 3000. 2020 last rank for the same is 3040. 2019 last rank is 5757.
