Scholarships are given on basis of merit and not on IELTS score alone. By merit it will mean your academic grades, SOP, overall profile etc. For IELTS score requirement please check Monash University website and visit the respective department page. Hope it helped.

If you have an average profile, I would recommend Australian universities because the entry requirements are comparatively lower in high ranked Australian universities. You need to arrange for the following scanned documents:
1. 10th and 12th mark sheets
2. Two Recommendation Letters - Can be from College on college's letter head with official email ID and Contact No. of the recommender
3. Copy of passport (Front and Last Page)
4. An English proficiency test (IELTS, PTE or TOEFL) - Target a score of 6.0 (no band less than 5.5 - IELTS)
