I can talk about engineering colleges, since I come from an Engineering background. When you want to choose a college - always consider what course you want to pursue and then check which college has a better edge in that course, research how the faculty, placements, overall atmosphere and support for scholarships and student loans are in the College. This could be through dedicated study of each college online on the website, via personal talks with admissions department, via communication with alumni. I believe when you say IT, you are referring to Engineering and IT. For a career in IT, one can choose to do a B.Sc with Computer Science, BCA and then BCA thereon, BE/B.Tech. For BE/B.Tech, You could consider courses such as E&C, CSE, IS, Telecom, EEE, Instrumentation etc. And, then carve a career in IT sector post the graduation. Generally, government aided colleges have a low fee structure. I suggest you research for the best rated and popular colleges for the course you desire and then check which of them is private and which one is a government college. Talk to the admissions department for scholarships and student fund support. Have a chat with alumni for an overall idea about the college and then make an informed choice.

No, application form started from December 8, 2017, so I don't think that application form are still available.
You may go for another university. There are many option available. You can try in those university.
