It is indeed true that the student can have direct admission into the B.Tech course of the Faculty of Engineering in D.Y.Patil Technical Campus, Talsande.
Direct admission and management quota would primarily still be for the candidates who have not qualified through conventional admission entrance exam such as JEE or have MHT-CET.

As per the Bangalore School of Design BSc eligibility criteria, the minimum requirement is for the applicants to have passed Class 12/PUC with English, or an equivalent Diploma of three years from a recognised board. Further, to be eligible to pursue BSc in Computer Science, applicants must have studied Computer Science and Mathematics as compulsory subjects in Class 12/PUC/equivalent Diploma. The classification of engineering colleges into Tier-1 or Tier-2 has always depended on some yardsticks such as academic performance, faculty qualifications, infrastructural facilities, placement records, and industry links.
The D. Y. Patil Technical Campus, Faculty of Engineering, Talsande, is officially accepted as a Tier 2 institute.

RVCE has different eligibility criteria for admission to undergraduate programs offered by this college. The eligibility criterion for the B.E. programme is that a candidate should have cleared the class 12th exam with at least 65% marks in Mathematics and Physics separately. Also, the candidate must have at least 70% aggregate marks in Maths and Science separately.
As you had mentioned if you do not have 70% marks in your class 10th board exams, then it will be hard to qualify through RVCE. Still, you can explore other engineering colleges with different eligibility criteria or diploma courses with lateral entry options.
