Yes, you can definitely consider this university. This is program is offered only by few of the Canadian universities. There are two universities which offer this program:
1. Concordia University
2. University of Ontario Institute Technology.

Though PG diploma courses are very popular and professional in nature, in the long run a Masters degree is more useful. But you must also check the colleges you are comparing, which SPP college are you talking about? TRU for your information is a decent university not a highly ranked one
