Shri Mata Vaishno Devi College is the best as it takes admission on basis of JOSAA. It is a government institute.

Get a job, you cannot apply for a PR if you don't have a job. Apply for the Post-Graduation Work Permit Program (PGWPP) after you graduate. Ranking wise, UBC has a better repute globally. Both the universities are great , have a wonderful learning environment and opens doors to a plethora of opportunities.

Is it compulsory to appear for SAT or IELTS to get admission in University of British Columbia or Waterloo University?

You have to give bith of the exams. IELTS is the International English Language Testing System which tests English proficiency across the globe. The SAT is a standardised test widely used for college admissions abroad. Both are mandatory.
