No, you are not eligible because you must have Bachelor degree/equivalent qualification or pursuing bachelor/ equivalent qualification to apply here.
Here selection is mainly based on graduation marks.

Aptitude Test.
Shortlisted candidates will be called for Aptitude Test conducted by the college based on marks obtained in graduation.
Personal Interview.
Shortlisted candidates will be called for Personal Interview based on score obtained in Aptitude Test.
Final Selection.
Candidates are selected based on graduation marks, score obtained in Aptitude Test and performance in Personal Interview.

You will have to score 99.8% and above in CAT to be eligible to get a call from IIM. Since you didn't mention your rank, I assume you didn't give CAT exam. First, give CAT and score good marks.

You certainly can. If you are in your final year of PG, then you would not have to drop your current PG course. If you are in the 1st year, even then, it will be fine. Your interest in the subject matters more than the time. You can take admission in M.A. Psychology easily as it doesn't have any special criteria.
