Hello Raju,
I am afraid, Diploma in a technical subject will not make you eligible for admission in 2nd year. You will have to begin from first year itself.

Quantative availability: The exam more closely resembles a bank PO exam then MBA exam. For quantitative ability, the best preparation to take Bank PO papers. Check for Pratiyogita Darpan under Google books, there are many previous issues. Take a copy of only quantitative section

Honestly speaking both colleges are good. They both are government top management college and the tag of any college in your CV is good. You can prefer any college after reading this, but keep in mind studying away from home is very hard.So try to take the nearest college.
