It's not possible for you to get admission in SPA with 84 percentile. You need to have more than 95 percentile to get admission.

Yes you can get the admission. Last year the admission in CSE from 5000 to 7000 rank.

It's better to go for top NITs for CS branch as doing in lower IITs is not gonna make you get placed in top companies and even CS is way better and has more scope than Electronics. So, Go with top NITs for CS.
