It completely depends upon on your EAMCET rank. If your rank is 10000, irrespective of your reservation you will get a free seat in the college allocated during counselling.

OU is a government funded university whereas CBIT is not. Culture in OU is different to that of CBIT.
I think OU is better for placements and other stuff.
