Lateral admission is restricted to the students who have passed diploma of same state. Secondly the dte of edu of the state is controlling authority and eligibility for each branch of engineering is clearly spelt out. It is advised that if you see this webpage all your queries would be answered.

Hello Ravi,
Admissions to any engineering college these days are based on some or the other entrance exam either conducted on all India basis like JEE Mains or at the state level. I am afraid, you will not get admission based on IPE score.

They also accept XAT & CMAT, so you can apply through the best scores. Be well prepared for the Interview. Lot depends on how you impress and exhibit your skills then. All the best.
