IIT Bombay offers CSE in both BTech and MTech programme. As the question does not mentions the course, the answer talks about both the course. Candidates who wish to get into BTech have to qualify JEE Main followed by JEE Advanced. JEE is one of the competitive exams conducted in India due to large number of applicants and limited number of seats. One must prepare well and one-year is a good time to score decent rank in the exam.

Yes, it is possible if someone don't want to apply in the existing cutoff round at Grant Medical College, they can go for the next round. However, it is not allowed to hold any seat. If a candidate targeting the next cutoff round, then he/she might have to bear a risk of losing his/her seat, as the vacant seats are eventually occupied by the remaining candidates in the given period. They might have to compete for the seats remaining after the existing cutoff round.
