If you have given JEE-Mains, on the basis of rank card you will be given admission, rank doesn't matter. Or you can appear for Odisha Joint Entrance Exam and submit the rank card to a college.

In terms of fee, KIIT is a little bit expensive. For any branch of engineering from this year onwards, they charge INR 1,50,000 as tuition fee per semester, 72000 counselling and registration fee (one-time), 1000 per semester for end-semester exams, hostel fees vary according to your choice and a mess fee of 17,500 per semester.
