Hi Manveen!
Yes, you can apply. Any candidate who has completed his 10+2 from a recognized education board is eligible to apply for the certificate course in French. The fee for this course is not available online on its official website. I would suggest you to contact the university directly for the information.

Admission is through counselling based on the rank obtained in Entrance test conducted by the Army Welfare Education Society.
For candidates applying for Punjab resident civil category seats admissions is based on the marks obtained in 10+2.

No doubt that IIT are always better institutions than any other engineering colleges. They provide you the best environment for study and research. Our Indian government also focus on these IITs in order to make them centre of excellence and promote research activities there.
So according to me IIT Ropar should be prefered.

NIT Trichy is the best for CSE. They are mostly the CSE students who bag the highest packages.

You asked about the fee structure of BCA, BCA is a 3-year academic course. So, for three years, it's 50,000/-. For the 1st year 15000/-, For the 2nd year, 15000/- and for the third year 15000/-.
The additional amount goes to exam fee, etc.
