It is calculated after the final marks of you whole course, only the marks of the major subject is counted. The final CGPA is basically the average of the SGPAs of entire semesters. It follows CBGS credit based grading system, in which you receive credits for the subjects of the course depending on your performance in it, which will be calculated on the basis of total grade credit secured divided by total credit points allotted for subjects in each semester.

Doing your Under Graduate from an University main campus in itself is a unique experience. Most of the people you will come around will be much mature and Would probably be pursuing the courses you are very far away from pursuing, also very many departments make it a diverse place with students from diverse educational choices and backgrounds.

The PGs and Hostels outside the university campus are very far ( in the main city ). However, if you are anyhow planning to stay in hostel then the Hostel inside the campus would be a great choice. The TU hostels are pretty good.
