Yes, Heriot-Watt offers a variety of scholarships for international students. The university is providing over GBP 500,000 in scholarships to international students enrolling in September or Janurary intake. Some popular scholarships given to international students are:

These questions are always hard to answer because pretty much nobody will have studied at all of the universities mentioned. And I know almost nothing about Computer Science*. However, I could give you my first reactions to each based on some years of working in graduate recruitment and well, blind prejudice and (reputation), so here goes:
Bath: Clever students
Loughborough: Sporty students
Liverpool: Clever students, but lots of scousers
Glasgow: Clever Scottish students
Queen Mary: Londoners and foreigners
Cardiff: Party, party!
Lancaster: Northern students
Exeter: Posh students not clever enough to get into Oxford or Cambridge.
