You should have a post-graduate degree with at least55% of marks for general category and 50% marks in the case of SC/ST category or equivalent CGPA in the concerned subject or in an allied subject or any other post-graduate degree recognized by the University as equivalent thereto.

First check with the universities about transfer norms, you have to fulfill the credit point requirements, course requirements and other admission rules before being accepted.

You can apply as a transfer student after completing at least 1 year of your Bachelor's degree. You can apply before completing 2 years and half years of your Bachelor's degree.

No, that is not possible, the whole process is different.
Other ways, you need to prepare and attempt some competitive exams and many things.

Yes,
This is not a required criteria. But, it is definitely good to have a work experience. It shows maturity, skill, thought process, research mindset, amongst others. Needless to say, relevant work experience is better than irrelevant. But, some is better than none. Just work on remaining constraints.

ACT scores are out usually after two weeks of the test, if there is a delay there is no need to panic. In many instances results are delayed due to verification processes or delay from the test center itself. If you check your ACT web account or the website itself you will find the results date. Sometimes due to time differences also there is a delay. If your results are not out even after 8 weeks then you need to write to ACT. Other than that there is nothing you can do.
