You can, but you must be willing to take up a Ph.D since the MS will eventually lead to a Ph.D and they also admit students who want to be potential researchers. You must check the MIT website for the complete details. Certain pre-requisite courses, GRE, etc., must be taken.

You must take SAT or ACT to be considered for admissions in any of the universities in the USA for Bachelor's degrees. Georgia Institute of Technology is also highly competitive and next to MIT in terms of selection of students and world reputation. Hence, very high academic grades in class 12th, extra-curricular activities like high-end projects, sports, volunteer work, etc., will be required. You can go through the university website and check student profiles and prepare accordingly. It is also necessary that you actually check the website for specific information.

Relevant publications and relevant project work is necessary, it may not be a full on research paper because you will learn to do research activities during your Master's degree or Ph.D. Your undergraduate project work should be related to research. Research papers are part of M.Sc and Ph.D so in due course, you will be able to produce quality research papers. This will ensure that you don't waste a year. Anyone of these tests is to be taken, not both.
