There is a test-optional policy at George Mason University, meaning students can apply to this university without a SAT or ACT score.  Under this policy, international students can choose whether to submit the scores or not.

Although by submitting these scores, one can raise their chances of getting selected at this university. A holistic review of the GMU application is conducted to review any application.

Not all US universities have strict SAT cutoffs for admissions. Colleges will not usually explicitly mention them per se. Rather most of them in their school reports mentioning SAT score range of the admitted students in the previous year. So this can be referred to for reference when applying for admissions in the USA.
