Without completing Bachelor's degree, you cannot start your Master's degree. You are supposed to finish your Bachelor's degree, and not leaving it in the final year.

Hi,
Candidates must have a Bachelors degree from a recognized university in home science or nutrition or dietetics or food science or biology or microbiology or clinical biochemistry or life sciences or BNYS (Naturopathy) or BAMS (Ayurveda) or PG Diploma in dietetics with a minimum of 50% marks in aggregate.
So you are eligible for this course.

Hi Mohdarbaz Khan,
The University Dr. A.P.J. Abdul Kalam Technical University (AKTU), formerly known as Uttar Pradesh Technical University (UPTU) conducts UPSEE (UP State Entrance Examination) exam through which students qualify for the admission for various Government Aided, Private Unaided institutions affiliated to UPTU.
Admissions to the colleges are closed now.

Getting IET at this rank is not possible as your rank is too high. For that, I'll prefer you to opt any other govt college or if you want IET only then you can wait till the spot round of the counselling.
