As per official sources, the fees to pursue BCom LLB (H) at Vel Tech is INR 6 lakh. On the other hand, the fee to pursue BCom LLB (H) at UPES is INR 20.14 lakh. In terms of fees, Vel Tech is a better choice. 

Moreover, as per the Shiksha placement page, the median packages offered at Vel Tech and UPES are INR 2.50 Lacs and INR 4.50 lakh, respectively. In terms of placements, UPES is a better choice for BCom LLB.
