Of course, you can. There is no role of commerce and accounting in UPSC. You need to prepare for the UPSC syllabus and clear the exam. Please note that the syllabus of UPSC is the competitive exam and the level of difficulty is very high. Placements seems decent in VVES's Vikas College of Arts, Science & Commerce however it also totally depends on the candidate appearing for the interview.

In order to take admission in B.Com, you do not need to have maths. You only need maths if you're applying for B.Com Hons.

The minimum percentage required to qualify for admission in Assam Down Town University is 45%. Hence, I am afraid you cannot get admission in this college.
