Yes you are eligible for DTU's B.Tech lateral admission. The eligibility criteria of B.Tech lateral is given below. Eligibility criteria : Candidates seeking admission to B.Tech admission lateral entry Programmes must have passed a State Diploma Examination of three years duration in any branch of any other examination, recognised equivalent thereto by the Delhi Technological University with minimum aggregate (aggregate of all six semesters / three years) of 60% (50% for SC/ ST, PwD and 55% for OBC candidate). Age criteria : Applicant must be minimum 18 years and maximum 26 years of age on or before 01.10.2020.

It's very nice to see that you have scored quite handsomely in your fourth semester. Normally speaking, open category students should score above 95% to get CSE. But then, admission process is very notorious for springing surprises. Hence I would advise you to not worry about it and give it your best shot. Best wishes to you.
