I am only familiar with the process at EPFL in Lausanne, Switzerland. First, you can only get a scholarship if you have an outstanding academic record. This will be evaluated by the university staff. For CSE M.Tech/me programme, IITs and NITs are the best. For that, your son has to qualify the GATE exam with a good rank. Private colleges are more or less same.

You can do PGDCA (post-graduate Diploma in computer application) from any university. Then you can get job offers from private companies and you will eligible for government jobs also in the Computer field.
