Hi,
If you have completed M.Sc IT, applying to another MS degree will be very difficult. You can complete PGDCA or the first year of MS IT, this depends on the career outcome and the subjects taught. You have to tally accordingly, check if you want industry related course or want to go for research. You can also drop a few emails to the universities and find out their preference.

You shall look for the industry which works in advance bioinformatics like GSK, abort, dental and surgery agency where in there is a gap of software integration with the infrastructure and thus you would successfully fit in the system having knowledge of both trade.

For changing the course to other University, I guess, it is not possible to change the University. You can get you admission canceled first from the current university and take a New admission in MG University.
