There's nothing difficult or easy when it comes to programming.
Right learning resource and regular coding practice will help you overcome your fear in writing your own block of code.
C and C+ are the base or foundation languages among all other languages.
If you are a beginner, prefer go for C+ just to understand the basic programming structure and syntax.

Yes, you can apply in any of the colleges in India. For that, check out the top colleges on the basis of your 12th marks and any of the entrance examination or go for the university examination.
