You just have to check whether there is any institute for hacking like Jetking or Appin or some other as these will provide you some diploma and some degree courses and they will also place you in some IT company.

I will suggest you to pursue B.Sc. in CS and after that you can do Masters in the same as there are great opportunities for you.

of course its possible. you can definutely pursue certification from India anytime you want. provided, you will have to come to India since all the good institutes provide classroom training only.

For long term career growth, you are advised to do B.Tech CSE/ BCA-MCA from a prestigious engineering college / institute and you can do specialist course on information security to become a specialist.

IITs does not offer degree courses on BCA or B.Sc in CS. You are advised to appear for JEE to do B.Tech CS in any of the IIT. You may refer to academic programs offered by IIT Indore: http://academic.iiti.ac.in/academicprogram.php
