For learning the concepts:
1) Computer networking - Top Down Approach - Kurose, Ross.
2) Computer Networks – Tanenbaum.
3) TCP/IP illustrated - Richard Stevens Vol 1.
For programming:
1. Unix Network Programming Vol 1 Sockets API - Richard Stevens.
2. Unix Network Programming Vol 2 Inter process Communication - Richard Stevens.
These are helpful, if you would like to program in UNIX environment using C. I would strongly suggest anyone to learn network programming in UNIX using C over learning in languages like python.

CISCO does not specify any educational qualifications for appearing for CCNA. There are age criteria for appearing for CCNA. You can appear and get CCNA certification. Indian companies prefer network engineers with graduation degree in engineering or BCA/ MCA, etc. Therefore, I will advice you to gain at least graduation degree, beside CCNA for a good career.
