I can understand your difficulty but don't worry, here is the solution:
1) If you want to go only application developments and management you may select BCA+MCA, but if you want to go in pure computer science than you have to do BCA and then I suggest you to get admission in B.Tech through lateral in CSE.
2) There is also B.Sc. in bioinformatics which is a combination of biology and computer. I think, this will fulfill your all requirements. Also, it has good scope in research and field job.
I suggest you to go with bioinformatics.

If you are good in programming then go for MCA otherwise MBA is best, but I personally suggest you for MBA because it has good opportunities than IT field.

Jetking is good but you may also go for distance learning because many reliable institutes provide courses in ethical hacking online, which is also level vise and little cheaper too.
For the fee structure, you have to google it because it varies from institute to institute.

Your IELTS would be a problem for direct admission. You will have to go through ELICOS. However, some universities do accept cases with MOI letter. Please share your detailed profile for better assessment.
