No, you can't open a clinic after your Diploma you have to pass the test conducted by government to get the licence. And after that you are free to open your clinic.

Fee structure is feasible. It is INR 36000. The diploma course is very good with all the equipment and tools provided. According to that the fee structure is completely justified as they provide us with all the tool and necessary products.
