Hi,
If you want to go in for cyber security, you should first complete your graduation at least in B.Tech computer Science or B.Tech IT or BCA
Then, you should go for a course to make you CEH (Certified Ethical Hacker).
Getting all the necessary training you will be certified as an ethical hacker on completion and various companies will hire you for IT security.

But, remember there are many fake courses too, don't do that.

Yes, you can do MS in information security or cybersecurity from Germany. Well in Germany there is no tuition fees so you only need to think about living expenses and others. First you need to give English Efficiency exams like IELTS or TOFLS and sometimes colleges also ask your German language skills so you need to give German language exam too.
