TU Delft in the Netherlands and Massachusetts Institute of Technology (MIT) in the United States are two of the top-ranked universities in the world. Both offer STEM programs for students and also contributed to global innovation. If we compare them in terms of ranking, MIT is the #1 University in the world by QS while TU Delft ranks #47 in the world. However, besides rankings there are many other factors that makes a university better. A very ambiguous question and hard to comment on since you have not mentioned which department you are applying to. Your CGPA does not seem bad, I believe you have to take the IELTS for the English language requirements. You should visit the university websites and check the entry requirements of the respective programme you are applying to.
