To get into TU Delft students must meet the minimum eligibility. The admission requirements for international students will depend on the type of course, level of study and their country of origin. A very ambiguous question and hard to comment on since you have not mentioned which department you are applying to. Your CGPA does not seem bad, I believe you have to take the IELTS for the English language requirements. You should visit the university websites and check the entry requirements of the respective programme you are applying to.
