IGNOU is another university and if you are studying in du it will not be a good Idea to shift, but the answer to your question is yes you can apply in IGNOU.

Hi! If you are currently in 2nd year you have around 2 years to prepare for PG courses in du. As you are in Science field I'll suggest you to make your domain a bit bigger and also look for other universities like BHU, JNU, IITS etc. It will help you to get better placement and will give you more options. The syllabus for Masters exam is almost same for every University, for engineering colleges like IIT, nsut, nits the entrance exam is held in February every year and its name is IIT JAM u can search for it and know more about it, whereas the exam for du entrance is held in September so you will have a lot of time in between. Hi! If you want to know about the colleges ranking you should search for data provided by NIRF. In Delhi University Sent Stephen is known as best among all the colleges and its followed by colleges like Hindu, Gargi, LSR, Gargi, SRCC, Khalsa College, Hansraj, Ramjas, Kirori Mal college, Kamla Nehru College etc. These are the best colleges in du.

Hi! So in this year there's an entrance exam for du which is CUET you can only get admission in university through this exam and there is no selection based on your grades in 12th standard. Well according to last year's cut off colleges like Swami Shraddhanand, Deshbandhu, Moti Lal Nehru had the last cutoff. Other colleges like Rajdhani College, Shivaji college, Keshav Mahavidyalaya are also off campus but had a slightly higher cut off then them and colleges like Dayal Singh, Satyawati, Zakir Hussain have High cut off. The total number of seats as per 2020-21 update is 386 in the MA English course of Delhi University. The total seats in through Entrance-based admissions in MA English are : 193 only. The total seats through Merit-based admissions in MA English are :193 only.
Admission Process:

Firstly you have to apply for cucet exams which is for all university no matter how many marks did you get in your 12th if you qualify cucet exam you can easily get admission in any university.

No, to get into UG courses in Delhi University you have to write CUET UG, but for admission to PG courses in Delhi University, you have to write DUET entrance conducted by Delhi University.
