Sorry but you cannot take admission in DU. This is because it's mandatory to fill the admission form and everything is online. So there is no chance.

Colleges generally ask you to submit the migration certificate if you belongs to another state.
If you have lost your migration certificate, kindly submit an application to the board/university as soon as possible.
It is sure that they will consider your request and reissue a duplicate of your migration certificate.

Yes you can take admission. There is no as such board restrictions. For your queries DU has a helpdesk you can contact them.

Yes, you can get admission in college in South campus.
Like you can get admission in ARSD, Deshbandhu College and many others. Check previous year cutoff for more detailed analysis. Last year I have only 90 percentage and still taken admission in B.Sc physical Science course. You can get honors courses also.
