You can visit the official website of these universities regularly to know the dates. However, most of the admission notification will come in March-April every year so keep your eye there. For Jamia specifically, Ph.D. admission notification comes two times a year summer session in March and Winter session in August-September.

Delhi University offers admission to all the UG courses on the basis of merit/entrance exam in the qualifying examination-
Admission into UG merit-based courses such as BA, BSc and BCom commence in the month of May every year.
After the filling of the application form and the release of cut-offs, eligible students would be required to fill in the college admission form available at the college office during the time of admission.
All the students would be required to submit several documents including class 10th examination certificate, class 10th, and class 12th mark sheets, character certificate, class 12th provisional certificate, ST/S

Yes, you can apply for M.Sc from JNU or any other universities in Delhi provided that you have a minimum of 50% score. But, JNU has not reputed college.

Currently, DU conducts online entrance-based admissions for nine undergraduate courses, including BA (Honours) business economics, Bachelor of management studies and B.Sc in physical education, health education and sports, among others. It also conducts entrance exams for all postgraduate courses. Delhi University Admission 2020: Application, Eligibility, DU Admission. Delhi University 2020 Exam Dates has been released. The university will conduct entrance test for admission into various UG and PG programmes. However, students can also apply for admission on the basis of merit of qualifying degree.

DU is central university, they have better exposure, better students because of cutoffs and awesome campus life especially in North Campus. PUs citation was ranked as the best in Asia. DU might boast of its high cutoffs but students at PU are better (atleast they aren't nerds). DU might boast of notable alumnus, but Dr. Manmohan Singh (one of the most intelligent Indians alive) is a PU alumni.
