Your IELTS score is very low. An overall score of 6.5 is required for any PG level course in the world. But IELTS alone is not going to give you admission. And also depending on how good your profile is this current score may be considered. It is true not just for Germany but also the other two countries you mentioned. Germany is a research hub so it should be your first preference. You must have had very good marks in your Masters, publications, papers, projects, etc. For any Ph.D applicant, relevant paperwork is very important. Knowledge of German language is highly suggested.
