No, 428 marks in NEET 2024 is unlikely to be enough to get admission to a government medical college in Andhra Pradesh or Telangana for a BDS course. The NEET cut-off for government colleges in these states is higher than 428.

Whether to choose a BSc in Nursing or a BDS depends on your personal interests and career goals, however, BSc Nursing is a better choice if you want to explore a wider range of career options, global opportunities, and a focus on holistic patient care.
